Program Evaluation Specialist – Humanitarian and Development

We are looking for a Program Evaluation Specialist with experience in humanitarian response and

multi-sectorial emergencies to assist a UN Agency to help evaluate the success or failure of Emergency Appeals in the Middle East.

The Job:  This person will be a part of a team that will perform evaluations of emergency and humanitarian response mechanisms with the goal of determining the relevance, coherence, effectiveness, impact,

efficiency, and sustainability of a humanitarian emergency response program.

To achieve this, this person will help the team develop a rigorous methodology by applying a mix of

qualitative and quantitative methods to facilitate the triangulation of information and provide credible

answers to all research questions.  Research and evaluation will include document reviews, stakeholder interviews, process reviews, impact assessments of Emergency Appeals, surveys (online and enumerator supported) and other methods. Overall, members of this team will provide project planning and support;

data collection and analysis; and reporting.

This is a 1099/contract position. It is primarily a virtual position with the potential for some travel to Jordan, Israel (Gaza and West Bank), and Lebanon.  If you are not located in the United States, you must an independent contractor, registered as a sole proprietor in your country, with a tax certificate and other applicable business registrations.

The Person:  You are an evaluation and research expert and have a background in humanitarian issues. You have researched various topics successfully and have evaluated and provided recommendations for international programs. You have a keen instinct for getting to the bottom of an issue and determining

program success, or lack thereof.

Minimum Requirements (Need to have):

  • A graduate degree in a related discipline

  • At least 3 to 5 years of experience in doing similar work with international organizations, NGO’s, funds,
    and programs

  • Proven experience in conducting evaluations of programs/projects relating to multi-sectoral emergency and humanitarian response (food assistance, cash assistance, education in emergencies, emergency health, preparedness, environmental health, mental health, protection, and neutrality)

  • Prior work doing research/evaluations in mixed methods and impact assessments in relation to local communities, and governments in the humanitarian and development contexts.

  • Expertise is applying gender, disability, and human rights dimensions in evaluation


Desired Requirements (Nice to have):

  • Experience in development and humanitarian assistance/intervention

  • Experience working with the UN

  • Being based in one of the projects target countries – Jordan, Israel, Lebanon, and Syria

  • Prior in-person evaluation experience with UN agencies



  • English (required)

  • Arabic (strongly desired – Levantine Arabic a strong bonus)

  • French (desired)
